Greetings!  
One way the Grants Office measures our progress is in the reduction of the number of new federal audit findings listed each year in the single-audit that is prepared by an independent firm. Since different State agencies are audited in different years it's an imperfect way to measure but in a testament to our state agency staff, Maryland has made steady progress in reducing incidences (from 46 four years ago, we hit a new low incident report in the most recent report of only 17 new audit findings). We also are trying to measure these by the importance of each finding. As we work to help all agencies learn from one another's mistakes, we also are partnering with the State's universities as their audit numbers are included in the overall Maryland number.  In order to keep this number low, we will continue to emphasize federal audit issues in our upcoming training sessions, as you will see announced once again in this newsletter. 

Meanwhile, we are gearing up for more trainings and our annual conference on September 8, which we hope you will attend.

Governor Names Hagerstown Capital for a DayGovernor O'Malley Names Hagerstown First "Capital for a Day"

On May 8, Governor Martin O'Malley and Lt. Governor Anthony Brown and members of their Administration spent a day in Hagerstown, declaring it Maryland's "Capital for a Day." The Governor began the day hearing from local veterans groups, elected officials and community leaders about the challenges and opportunities facing Washington County and surrounding areas.

"I am pleased to proclaim Hagerstown as Maryland's 'Capital for a Day' today," said Governor O'Malley. "As Western Maryland's largest city, Hagerstown represents the challenges and opportunities facing cities and towns throughout our State.  In partnership with local officials and leaders throughout the community, we can work together to move our One Maryland forward and build a better future for our children and theirs."

Governor O'Malley touted Hagerstown as an example of the progress occurring through Maryland, noting that Washington County gained 1,800 new jobs last year, and saw $130 million in new investment, including 1.3 million square feet of new industrial and commercial construction.

As part of the official Capital for a Day activities, Eric Brenner, director, Governor's Grants Office, Tony Bridges, chief of staff, Governor's Office of Community Initiatives, and Keith Hart, director, Governor's Office on Service and Volunteerism met with a collection of local volunteers and non profit organizations to discuss their local activities, concerns and interests.

In June, Governor O'Malley and members of his cabinet will travel to Chestertown, the next "Capital for a Day." There will be eight capital cities named by the end of the year.
U.S. Census BureauFederal Funds Flowing to Maryland

The U.S. Census Bureau has just released their Consolidated Federal Funds Report describing the flow of federal funds back to states and counties for Fiscal Year 2006.  For anyone in the federal grants or federal procurement business, this is one of the primary measurement tools that allows for state-by-state and county-by-county comparisons.

Unfortunately the information isn't always as accurate as we would like, but when used correctly, it still can provide invaluable information about recent spending trends.   For example, according to this new report, the largest percentage increase in Maryland was in grants, which almost doubled to $15.7 billion from $8.7 billion in 2005. The U.S. Department of Health and Human Services was the most popular agency, awarding $12.5 billion in Medicaid grants in Maryland, more than double the total in 2005.

To anyone familiar with Medicaid (and as confirmed by the Maryland Department of Health and Mental Hygiene) these figures could not possibly be correct, and as much as we would like to take credit for this "bank error in our favor" we instead have Census working with U.S. DHHS to correct the numbers.  (Even the Washington Post has noticed that the feds are having trouble with their data reporting, as evidenced by a story in their May 18 "Week in Review" section.)
 
Having said that, the level of searchable detail is valuable, confirming information as varied as Frederick county increasing procurement numbers by 70% to $1.6 billion, or NASA having reduced procurement spending in Maryland from $1.65 billion to $1.3 billion while the Defense Department has increased procurement over the same time period from $3.9 billion to $4.2 billion.  And, if you look closely, you will see a couple counties that have concentrated their activities on increasing grant dollars have been rewarded for their efforts.
 
Once the overall data set is corrected, the U.S. Census Bureau will make the changes on their website and we will include a summary in our next Annual Report which will be published this summer.

Also coming up in September will be our annual Grants for International Businesses conference in conjunction with the United States Trade and Development Agency to be held September 15 at the World Bank in Washington, D.C.  Once again, we'll let you know when registration is open for this popular event, just save the date for now!  
American and Maryland flags together Thank you, AMERICORPS!

Through AmeriCorps, 75,000 Americans serve at 3,000 nonprofits across the U.S. each year to mobilize community volunteers, tutor youth, protect the environment, and more. Congratulations to Maryland's AmeriCorps team at Volunteer Maryland, part of the Governor's Office of Community Initiatives. Maryland has graduated 478 AmeriCorps members and partnered with 437 nonprofit partners throughout the state; together, they have mobilized more than 73,000 local volunteers over the years.

According to a study released on May 12 by the Corporation for National and Community Service, AmeriCorps makes long-term positive impacts on the civic attitudes and behaviors of the program's alumni.  Each year, more than 90 percent of Volunteer Maryland alumni report that they remain very active in their communities after the AmeriCorps service year. They are Volunteer Center Directors, members of nonprofit boards of directors, social workers and teachers, and more.

The Maryland Technology Development Corporation (TEDCO), is an active grants maker. To view its various programs and resources, visit www.Maryland TEDCO.org.

The Maryland Department of Housing and Community Development offers the Shelter and Transitional Housing Facilities Grant. Certain non-profit organizations or local government entities can apply anytime of the year; applications are processed on a first-come, first-served basis, pursuant to program funding availability and the project's readiness to proceed. The Governor's Office on Crime Control and Prevention (GOCCP) currently is accepting applications for several funding programs for 2009.

The Maryland Arts Council offers many grant programs for organizations and individual artists.  Applications must be submitted via the Arts Council's egrant system online.

The Department of Business and Economic Development (DBED)
offers a variety of business services and financing programs to assist the state's business community, including capital investment, credit enhancement, direct loans and guarantees, economic development incentives, women in technology programs, and other financing programs. Partnership for Workforce Quality (PWQ) Program is an ongoing DBED grant program that provides matching skill upgrade training grants and support services targeted to improve the competitive position of small and mid-sized manufacturing and technology companies. PWQ matching grants are made directly to companies as well as through a variety of manufacturing, software industry and ISO 9000 consortia programs working in cooperation with DBED.

The Maryland Department of Natural Resources (DNR) coordinates more than 40
technical or financial assistance programs which directly serve local governments, non-profit groups, and individual property owners.  Visit their online grants and loan center.

The Maryland Energy Administration also has several grants programs available to
residents and businesses.  

The Maryland State Department of Education (MSDE), Office of Child Care (OCC)
presents the Family Day Care Provider Grant Program. This grant program exists to help registered child care providers offset some of the costs of operating their child care programs. MSDE also offers the Child Care Quality Incentive Grants Program to support projects related to training offered through the Credentialing Branch and improving children's school performance. Grants are awarded based on merit to eligible child care facilities, on a quarterly basis, at the end of April, July, October, and January under regulations of State COMAR 13A.14.11. 2009 MAERDAF Grants Announced
Applications must be received by July 7, 2008


The Maryland Agricultural Education and Rural Development Assistance Fund (MAERDAF), administered by the Rural Maryland Council, is now accepting grant applications from rural-serving nonprofit organizations. Eligible applicants must be a 501(c)(3) IRS tax designation or similar and serve a regional or statewide rural constituency. Trade associations are not eligible. The applicant does not have to be located in a rural area or in the area it serves. The maximum allowable grant is $50,000; however, most grants are between $5,000 and $25,000. The average grant is about $18,000. Priority is given to applicants that have secured matching funds from non-state sources; however matching funds are not required. Federal funds are considered matching funds. All applicants will be notified about the status of their application by late August 2008

Federal Volunteer Income Tax Assistance Grant Program

U.S. Senator Barbara Mikulski invites qualified non-profit organizations, state, and  local government agencies to apply for the federal Volunteer Income Tax Assistance Grant Program. The application package, including eligibility requirements, can be found in Publication 4671, available beginning in June. Applicants will have to provide matching funds. Visit IRS.gov search keyword: Community Network to locate the grant application and other related information. You also can apply at the federal grants portal Grants.gov. The Office of Juvenile Justice and Delinquency Prevention (OJJDP) is a component of the Office of Justice Programs in the U.S. Department of Justice. OJJDP Announces Two Available Federal Grants:

Support Services for Missing Children's Organizations

OJJDP is seeking applications for funding under its FY 2008 program to support a membership organization of nonprofit organizations that serve the families of missing and exploited children, provide services to law enforcement and community agencies, provide public awareness and education about child protection, and related purposes.  The application deadline is June 6, 2008. Gang Prevention Coordination Assistance Program

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) invites applications from public agencies and private organizations, including faith-based and community organizations, under its FY 2008 Gang Prevention Coordination Assistance Program.

The program provides funding to enhance coordination of Federal, state, and local resources in support of community partnerships implementing two or more of the following antigang strategies: primary prevention, secondary prevention, gang intervention, and gang enforcement.

The application deadline is June 13, 2008, and applicants should register with Grants.gov as early as possible to prevent delays in submitting their applications by the deadline. Read the Program Announcement.

The Mayor's Office on Criminal Justice seeks a Fiscal Officer for its grants unit.  The grants unit handles all police, homeland security and criminal justice grants for the City of Baltimore and manages approximately $80 million in State and Federal grants.  The Fiscal Officer would be responsible for managing the fiscal staff that support the unit, managing fiscal and programmatic reporting on grants and reviewing and approving necessary documentation for grant approval by the City Council and Board of Estimates.
