FIREFIGHTERS GRANT PROGRAM WORKSHOPS
 This week, the Maryland Fire and Rescue Institute's (MFRI)
Field Programs Section, in partnership with "Team Maryland," initiated the
delivery of seven workshops on the Assistance to Firefighters Grant Program. The grant workshop presentation is delivered by David Lewis, MFRI Field Programs
Section. The workshops provide participants with the requirements for submitting
an application to the Assistance to Firefighters Grants program, as well as additional resources
and aid available to departments when preparing their grant application.
Past experience has demonstrated that departments taking the time to learn
about the requirements for the grant application improve their chances of
success. The kickoff workshop was held on Tuesday, February 19th at MFRI Headquarters, University of Maryland at College Park. U.S. Representative Steny Hoyer attended, as did a representative from Congressman Sarbane's office. This first training event of the season was quite successful, with a large turnout of firefighters who want to learn about how to write winning grant applications. Full Lifecycle Grants Management: A Technical Workshop Friday, March 28
This 1-day technical workshop is for State and University employees only. We will target the full life cycle of grants management showcasing the use of the Governor's Office on Crime Control and Prevention (GOCCP) GMS (e-grants system) from State receipt of Federal award, State NOFA (notice of funding availability), subrecipient management and monitoring, to closeout.
 Learning Objectives: 1. Learn about each phase of the grants management lifecycle. 2. Learn how an electronic grants management system streamlines the business process of grants management 3. Learn each of the roles of Grant Management, Program/Project Management, Financial Management, Procurement, IT, and Legal, and how they work together in an integrated environment. Federal Procurement Conference Coming to Maryland in April
The Federal Offices of Small and Disadvantaged Business Utilization (OSDBU) will hold a large federal procurement conference on Thursday, April 24, 2008 at the Show Place Arena, Upper
Marlboro from 8:30 - 3:30 p.m. There will be more than 40 agencies of the federal government and their prime contractors; there will be business
opportunities for small, minority, veteran-owned, HUB Zone and women-owned businesses. Participating firms
will have the benefit of marketing their products or services to on-hand

Feds Want Comments about New Reporting Law's Forms
The first phase of the new
reporting system under the Federal Funding and Accountability and Transparency Act (FFATA) became
available to the public via the Internet as of January 2008 and can be accessed
at www.USAspending.gov. Sub award information will need to be captured and
reported by January 2009. While the federal government is in
the beginning stages of conducting a pilot with the grantee community to
identify the increased reporting burden and associated obstacles, it is
important to note that on January 1, 2009 recipients of federal grant
funds will be required to provide information on sub-awards. Please note
the federal government is relying on the grantee to:
- Ensure information
pertaining to the organization is accurate.
- Meet reporting requirements as a condition of the award.
- Be prepared for heightened public scrutiny of dealings with the federal
government relating to grants, contracts, and cooperative agreements.
There is an
opportunity through March 7, 2008 to comment on proposed changes to the
mandatory SF-424 form which is the data collection form for applications for
federal assistance. This is important because the revised form will
assist agencies with collecting the required data elements for the FFATA

The Maryland Technology Development Corporation (TEDCO) Invests in Maryland Businesses, Trains for SBIR Grants
The Maryland Technology Development Corporation (TEDCO) is an independent entity,
established by the Maryland General Assembly in 1998 to facilitate the creation
of businesses and foster their growth in all regions of the State. TEDCO's role
is to be Maryland's
leading source of funding for seed capital and entrepreneurial business
assistance for the development, transfer and commercialization of technology.
TEDCO connects emerging technology companies with federal laboratories,
research universities, business incubators and specialized technical
assistance. For the fourth consecutive year, TEDCO was recognized as the most
active early/seed stage investor in the nation in the July 2007 issue of Entrepreneur
Magazine.

Applications
for TEDCO's funding programs are accepted continually and reviewed monthly by the TEDCO
funding review team, which includes representatives from TEDCO, the Maryland
Department of Business and Economic Development, affiliated venture capital
groups and the Johnson & Johnson Corporate Office of Science and
Technology. Applicants must submit a proposal, a commercialization plan for the
technology to be developed, a scope of work and a budget.
TEDCO hosts briefings to teach companies how to use TEDCO's funding
programs to help develop, transfer and commercialize technology from Maryland universities and federal laboratories to the Maryland marketplace.

Notice of Available State Grants:
Reminder: The Maryland Department of the Environment's (MDE) Annual Capital Project Solicitation for State FY2010 and federal FY2008 is underway. Stakeholders throughout the State must submit their pre-applications by February 29, 2008.
The Maryland Department of Housing and Community Development offers the Shelter and Transitional Housing Facilities Grant. Certain non-profit organizations or local government entities can apply anytime of the year; applications are processed on a first-come, first-served basis, pursuant to program funding availability and the project's readiness to proceed. DHCD also is currently accepting applications for funding for the Maryland Affordable Housing Trust. View the full list of programs.Partnership for Workforce Quality (PWQ) Program is an ongoing DBED grant program that provides matching skill upgrade training grants and support services targeted to improve the competitive position of small and mid-sized manufacturing and technology companies. PWQ matching grants are made directly to companies as well as through a variety of manufacturing, software industry and ISO 9000 consortia programs working in cooperation with DBED. The Maryland Department of Natural Resources (DNR) coordinates more than 40 technical or financial assistance programs which directly serve local governments, non-profit groups, and individual property owners. The Maryland State Department of Education (MSDE), Office of Child Care (OCC) presents the Family Day Care Provider Grant Program. This grant program exists to help registered child care providers offset some of the costs of operating their child care programs. MSDE also offers the Child Care Quality Incentive Grants Program to support projects related to training offered through the Credentialing Branch and improving children's school performance. Grants are awarded based on merit to eligible child care facilities, on a quarterly basis, at the end of April, July, October, and January under regulations of State COMAR 13A.14.11. For more information, call 410-767-7831. The Chesapeake Bay Trust is soliciting proposals to create and promote
living shorelines in the Maryland, Virginia, and Washington,
D.C. portions of the Chesapeake Bay.
"Living shorelines" are defined as shoreline stabilization techniques
that use natural habitat elements to protect shorelines from erosion while also
providing critical habitat for Bay wildlife. The funding partners invite
non-profit organizations, community associations, academic institutions, and
state and local governments to submit applications for the Living Shoreline Initiative grant program. Deadline is
March 14, 2008, 5:00 p.m. This grant
initiative is designed to reverse the trend of shoreline hardening by
encouraging the creation of living shoreline restoration projects and by
enhancing public awareness about the benefits of living shorelines. Requests
of up to $75,000 are permitted. The Chesapeake Bay Trust offers a variety of grants and mini-grants.

For Non Profits: Introduction to Fundraising Planning
