Governor's Grants Office News

February 2008
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
Greetings!
Even if you are not an economist, you should still want to see a functional market operating with the identification of public needs, the funding of public needs, and the existence of organizations with the capacity to meet public needs.  The more information available for all three legs of this stool, the more efficient the market should be (at least that's what the textbooks say), and the better off we are as a state.
Our first story in this issue is about how the Urban Institute's National Center for Charitable Statistics has made a large contribution to this goal by providing free access to their database that allows:
* Maryland nonprofits to search for information on foundations by county
* Maryland foundations to search for information on nonprofits by county
* Marylanders who are thinking about starting a new nonprofit to first see if something similar might already exist in their county.
By not charging for this service, the Urban Institute is supporting a core value of the Grants Office, which is that information on the finding, winning, and managing grants is a public good for all of Maryland, and so, we are most appreciative of the Urban Institute's gracious assistance.
URBAN INSTITUTE PROVIDES WEBLINK TO HELP RESEARCH MARYLAND FOUNDATIONS/NON-PROFITS
The National Center for Charitable Statistics (NCCS) at the Urban Institute has generously constructed a new web link specifically for the Maryland Governor's Grants Office.  So far, Maryland is the only State that has this service courtesy of NCCS.
All non-profit organizations file (or should file!) an IRS 990 form as part of their tax return. The NCCS uses this information to build their nationwide database.
This new link permits individuals to search by Maryland county and the links to each county go directly to a listing of foundations headquartered in that county.  You can research non-profits and congregations on this site as well, as long as the organization filed a 990.  The actual 990 filing for each individual organization can also be viewed which provides lots of good information about the organization.
By NCCS allowing us to search their data-base at no charge we hope to improve the odds of local funders and local non-profits making the right connection in their joint effort to address their most pressing local community needs.
GOCCP monitors by county Governor's Office of Crime Control and Prevention (GOCCP) Offers New Service
GOCCP Director Kristen Mahoney recently announced that grant monitors are available throughout the State to assist grant applicants applying for various federal crime control and prevention grants. Monitors are GOCCP staff who can provide technical advice.  The monitor list for each county can be found at GOCCP's web site.  By charging a specific GOCCP employee with achieving success in each county, GOCCP is providing a tool that particularly will help those county governments that have improved their own internal coordination around the finding, winning and managing of all grants.
You can view numerous currently available federal grant announcements at GOCCP's web site. Go to www.goccp.org.
FIREFIGHTERS GRANT PROGRAM WORKSHOPS
Maryland Fire and Rescue Institute
This week, the Maryland Fire and Rescue Institute's (MFRI) Field Programs Section, in partnership with "Team Maryland," initiated the delivery of seven workshops on the Assistance to Firefighters Grant Program.  The grant workshop presentation is delivered by David Lewis, MFRI Field Programs Section. The workshops provide participants with the requirements for submitting an application to the Assistance to Firefighters Grants program, as well as additional resources and aid available to departments when preparing their grant application.  Past experience has demonstrated that departments taking the time to learn about the requirements for the grant application improve their chances of success.
The kickoff workshop was held on Tuesday, February 19th at MFRI Headquarters, University of Maryland at College Park. U.S. Representative Steny Hoyer attended, as did a representative from Congressman Sarbane's office. This first training event of the season was quite successful, with a large turnout of firefighters who want to learn about how to write winning grant applications. Here are the rest of the training dates around the State:
Federal Procurement Conference Coming to Maryland in April
The Federal Offices of Small and Disadvantaged Business Utilization (OSDBU) will hold a large federal procurement conference on Thursday, April 24, 2008 at the Show Place Arena, Upper Marlboro from 8:30 - 3:30 p.m. There will be more than 40 agencies of the federal government and their prime contractors; there will be business opportunities for small, minority, veteran-owned, HUB Zone and women-owned businesses. Participating firms will have the benefit of marketing their products or services to on-hand procurement representatives from these agencies.  GGO has received positive feedback from small business owners about this conference in the past. For more information and registration, go to www.osdbu.gov.
Feds Want Comments about New Reporting Law's Forms
The first phase of the new reporting system under the Federal Funding and Accountability and Transparency Act (FFATA) became available to the public via the Internet as of January 2008 and can be accessed at www.USAspending.gov. Sub award information will need to be captured and reported by January 2009. While the federal government is in the beginning stages of conducting a pilot with the grantee community to identify the increased reporting burden and associated obstacles, it is important to note that on January 1, 2009 recipients of federal grant funds will be required to provide information on sub-awards. Please note the federal government is relying on the grantee to:
- Ensure information pertaining to the organization is accurate.
- Meet reporting requirements as a condition of the award.
- Be prepared for heightened public scrutiny of dealings with the federal government relating to grants, contracts, and cooperative agreements.
There is an opportunity through March 7, 2008 to comment on proposed changes to the mandatory SF-424 form which is the data collection form for applications for federal assistance.  This is important because the revised form will assist agencies with collecting the required data elements for the FFATA database. See Federal Register Vol 73, No. 4, Page 1224 for more information.
