- John Bunting is the Manager of the Office of Community Resource Development for Baltimore City Department of Social Services. Formerly, the CEO of Lifelines Incorporated, Bunting directed grants
management, procurement, and grant writing for clients that included the Maryland State Department of Health and Mental Hygiene, the Maryland State AIDS Administration, Baltimore City Health Department, and many community-based organizations delivering health and human services in the Baltimore Metropolitan area.
- Candace Caraco is associate director in the Office of Grants at the Maryland Higher Education Commission, managing competitive and formula grants to educational institutions and develops college preparation outreach materials. Caraco has reviewed grant proposals for the U. S. Department of Education, the Maryland State Department of Education, and other Maryland offices, and has written successful grants for college preparation intervention and writing studies. Prior to moving to Maryland, Caraco did doctoral studies at the University of Virginia, directed the Writing Center, worked in admissions, taught literature and writing, and served on the staff of several research and publishing projects.
- Nelson Clugston, Senior Manager, MAXIMUS, Inc., Midlothian, VA.
Clugston has over thirteen years of experience in preparing cost allocation plans, indirect
cost rate proposals, and federal funds claiming. His areas of project experience include
the following: preparation and negotiation of cost allocation plans and indirect cost rate proposals
for state governments and non-profit organizations; development of cost allocation plans for
local governments; development of overhead rates and methodologies for Public Works and
Utility Departments; and preparation of certified pass-through claims for human service activities.
Clugston has worked on projects in Maryland, Virginia, Pennsylvania, and Texas.
- Jeanne Conklin, National Grants Training Coordinator, US Environmental Protection . Conklin’s expertise in the area of grants management includes experience working as a Grants Policy Specialist and as a Grants Specialist in the EPA Office of Grants and Debarment as well as serving as a Grants Compliance Officer for the over five years. Conklin authors and presents training on grants related topics to applicants and recipients of Federal assistance through-out the Nation. Conklin also trains EPA staff to be Project Officers and Grants Specialists as well as provides EPA managers training on assistance for the EPA.
- Amy Ferraro, Associate Manager, Public Consulting Group, Inc., Boston, MA.
Ferraro has worked on a variety of revenue maximization, revenue management, and
consulting engagements for over nine years in states including Rhode Island, Massachusetts,
Vermont, Maine, Louisiana, Colorado, Maryland, and Florida. Ferraro has also prepared cost
allocation plans for county governments in Florida and Massachusetts. Ferraro developed
the curriculum entitled “Cost Allocation Plans for Human Service Agencies,” first presented
on behalf of the National Association of State Human Services Finance Officers (HSFo).
Ferraro has also conducted Medicaid trainings on behalf of HSFo and for several states across the country.
- Brigid D. Kernan, CFRE, has worked in the fundraising field for more than 23 years. Kernan’s major specialty is grant proposal writing and management of the proposal preparation process. Kernan has worked on teams preparing major grant proposals to federal government agencies including the Department of Health and Human Services, the Department of Defense, and the Department of Labor. Kernan has also prepared major requests for private sector support from corporations and foundations. Kernan’s project management experience includes research, budget preparation, writing, and coordination of the grant preparation team.
- Doris Lyons is President of Full Funding Services, Inc., a consulting firm in Northern Virginia that specializes in assisting private organizations, academic institutions and government agencies with all aspects of grant activity. Prior to establishing the business, Lyons was Asst. Vice President for Financial Affairs and Director of the Office of Sponsored Programs at Georgetown University for fourteen years. Lyons was the former editor of the Journal of the National Grants Management Association and taught classes in preparing and negotiating indirect cost rates under OMB Circular A-21 for Management Concepts.
- John Patrick is the National Desk Officer for Grants, Office of Investigations, Office of Inspector General, Environmental Protection Agency. Patrick’s responsibilities are to evaluate grant complaints for
referral to EPA Special Agents nationwide, to assist in investigations when necessary, and to coordinate with the EPA's Office of Grants and Debarment on administrative concerns. Patrick holds a B.S. degree in Public Administration, a Masters in Technology and Human Affairs, and is currently a doctoral student in Environmental Science and Policy. Patrick has been in Federal Law Enforcement for 16 years, including 13 years as a Postal Inspector specializing in internal crimes, performance audit, and mail fraud. Patrick is also a Certified Internal Auditor (EPA) and has completed the Nonprofit Management Certificate program at Georgetown University.
- John M. Seeba was named Assistant Inspector General for Audits of the Department of Commerce in October 2005. Seeba has over 26 years of audit experience in the federal and private sector arenas. Seeba is responsible for all audits with the Department of Commerce and supervises over 50 auditors located in Atlanta, Denver, Seattle and the Washington D.C. area. Prior to joining the Department of Commerce, Seeba was the Deputy Assistant Inspector General for Financial Audits at the U.S. Postal Service Office of Inspector General. Seeba also has experience at the Inspector General’s Office for the Department of Defense conducting financial statement audits of the working capital funds and trust funds, as well as work in acquisitions of major weapon systems. Earlier, as an internal auditor for the Internal Revenue Service, Seeba audited the IRS itself and taxpayer returns. Seeba holds a Bachelor of Science degree in Accounting from the Rochester Institute of Technology, in Rochester, NY. Seeba is a Certified Public Accountant in the state of Maryland, a Certified Internal Auditor and a Certified Information Systems Auditor. Seeba was recognized with the Postal Service’s National Executive Award for work in the financial management area.
- John Shaughnessy, Manager, Public Consulting Group, Inc., Boston, MA
Shaughnessy has over thirteen years experience in strategic planning and revenue
maximization for child welfare agencies, human service agencies, county governments,
and school districts. Shaughnessy has overseen the development and implementation
of federally approved cost allocation plans in Illinois, Massachusetts, Florida, Rhode Island,
and Vermont. Shaughnessy also gained valuable experience as a Staff Auditor for the
Medicare Audit and Reimbursement division of Blue Cross & Blue Shield of Massachusetts.
Shaughnessy has conducted training sessions entitled “Cost Allocation Plans for Human Service Agencies” on behalf of the National Association of State Human Services Finance Officers (HSFo) in New Orleans, Louisiana and Reno, Nevada. Shaughnessy has also conducted Medicaid trainings across the country on behalf of HSFo and for various state agencies.
- Andrea Snyder is the Grants Librarian at the Enoch Pratt Free Library/ State Library Resource Center in Baltimore, MD. Snyder heads the Grants Collection, a cooperating Collection of the Foundation Center. The Collection provides resources for nonprofits about both management and fundraising. Snyder is responsible for teaching a coordinating a series of workshops at the library as well as providing outreach to nonprofits throughout Maryland. Snyder received her Masters in Library Science from the University of Buffalo.

Zitzow has over 25 years experience with cost allocation studies for state, local and non-profit organizations. Zitzow has provided expert witness and defended audit findings with numerous state and local governments.
